The Kremlin Plans to Make 95% of Russians 'Russians': What We Know About the New Strategy.
According to ТСН: The Kremlin has entered a new stage of ideological warfare, aimed at creating a "homogeneous" society devoid of national peculiarities. The Russian authorities have approved a new strategy for national state policy until 2036, based on the imperial concept of a "state-civilization."
This was reported by Ukraine's Foreign Intelligence Service (SZRU).
Fantastic Numbers and the 'State-Civilization'
The document defines ambitious, and at times unrealistic, goals. The main task of the Kremlin is to form a single civic identity. It is expected that by 2036, 95% of the country's population will identify themselves as 'Russians'. The Russian authorities also plan for the level of 'positive perception of interethnic relations' to rise to 85%.
However, behind the beautiful formulations lies a harsh reality: such a course will lead to even greater restrictions on the rights of national minorities and increased control over the information space.
A Threat to Occupied Territories
A key stage of this strategy is the aggressive integration of temporarily occupied territories of Ukraine. In Donetsk, Luhansk, Zaporizhzhia, and Kherson regions, Moscow intends to implement large-scale propaganda campaigns.
The enemy's goal is clear:
to eliminate any manifestations of Ukrainian national consciousness;
to establish dominance of the Russian language;
to impose an all-Russian identity.
In reality, it is about accelerated and forced Russification of the population that is under occupation.
Combating 'Russophobia' and Double Standards
The strategy also identifies so-called 'internal threats'. Among them, the Kremlin categorizes 'Russophobia', 'distortion of history', and risks of ethnic enclaves. To combat these phenomena, it plans to actively utilize social networks and video platforms that will promote narratives about 'traditional values.'
Simultaneously, Moscow sets itself a paradoxical task: to shape an image of Russia abroad as a 'democratic and legal state.'
'Moscow plans to use international platforms to create an impression of equality of rights and freedoms among foreign audiences, despite the rise of xenophobia and the strengthening of ethnocentric narratives within the country,' the intelligence notes.
It is worth noting that Ivan Us, the chief consultant of the National Institute for Strategic Studies, believes that the Russian economy is already on the brink of a precipice. Despite optimistic official reports from the Kremlin that hide the real state of affairs, Russian bankers are already openly talking about dangerous GDP declines.
Thus, the new national strategy of the Kremlin promises even more restrictions for Ukrainian territories under occupation and indicates an intensification of propaganda. The goal of Moscow is to create a homogeneous society in which there will be no room for Ukrainian identity and uniqueness. The situation remains tense, and the further actions of the Ukrainian authorities will determine the consequences of this policy for the region.
