Revised Subsistence Minimum in Ukraine for 2026

According to Novyny.live: In 2026, Ukraine will increase the subsistence minimum for non-working individuals, leading to higher pensions and social benefits for people with Group II disabilities. This adjustment aims to strengthen the social safety net for persons with disabilities, a critical measure during the nation's ongoing recovery. The new subsistence level for this group is set at 2,595 UAH.

Pension and Social Assistance Amounts

The disability pension for Group II recipients is calculated at 90% of the standard old-age pension. For those whose disability resulted from military combat, the pension floor is set at a minimum of 13,822 UAH. Furthermore, for Chernobyl disaster clean-up workers with a Group II disability, the pension cannot be less than 80% of the national average salary, reflecting the state's commitment to this specific group.

  • State social assistance for individuals with a Group II disability from childhood will be 2,076 UAH per month in 2026.
  • A monthly supplement of 1,038 UAH is established for those whose Group II disability is war-related.
  • Holders of a Group II disability certificate are entitled to free travel on municipal public transport.
  • A 50% discount on intercity transport is available from October 1 to May 15.

These revisions to social payments and pensions demonstrate the government's obligation to support vulnerable populations, including persons with disabilities, marking a significant step toward improving their living standards.

The changes to the social payment system will substantially improve the financial situation of people with disabilities, a vital development as the country navigates complex economic challenges.

By raising the subsistence minimum and corresponding pensions, the state ensures this segment of the population has greater resources to meet basic needs, which is fundamental to principles of social justice and support for vulnerable groups.
