Russian conscripts impose restrictions for failure to appear on summons
Military commissariats in Moscow, the capital of Russia, are sending conscripts notifications about imposing restrictions for their failure to appear on the summons. This information was confirmed by lawyer of the Movement of Conscious Objectors Artem Klyha.
These notifications state that conscripts will be prohibited from leaving Russia and their rights will be restricted in accordance with amendments to the 'Military Duty' law of 2024. These restrictions include prohibition to dispose of property, register as self-employed, obtain an international passport, take out loans and register vehicles.
Starting from November 1, Russian authorities began the second stage of military accounting registration, and in September tested the summons register. The Russian authorities claim that information about the travel ban immediately reaches the border service of the FSB.
Anyone who has received such a notification is immediately offered to appear at the assembly point of Moscow conscripts. Currently, failure to appear at the enlistment office is only an offense punishable by a fine of up to 30,000 rubles.
However, conscripts can already face criminal liability for failing to appear. The publication 'Verstka' reported that no one had previously been sentenced to actual imprisonment for this offense, usually limited to monetary fines of up to 100,000 rubles.
Russian conscription into the army
Russian President Vladimir Putin signed a decree on the fall conscription of citizens into the army. From October 1 to December 31, 2024, 133,000 persons aged 18 to 30 will be conscripted. Ministry of Defense officials claim that these individuals will not be called up to the so-called 'Special Volunteer Corps in New Regions', and the conscription will take place from October 1 to December 31 (in the Far North - from November 1 to December 31).
