Vinnytsia tests transport during blackout: what problems were identified.
According to inkorr.com: In Vinnytsia, exercises were conducted to check how the city would ensure transport connectivity during a prolonged blackout. This took place on November 8, with the aim of
operating without electricityand reacting promptly to possible disruptions. The city council noted that the main goal of the exercises is to identify weaknesses and optimize the operation of services. This is reported by

What was specifically tested in Vinnytsia's transport
These exercises were not only a technical test but also a verification of the interaction between transport services, dispatchers, and information support for passengers. The Vinnytsia transport company is working on updating the transportation plan in case of power outages and expanding the use of trolleybuses with autonomous movement.
During the day, 284 units of transport were deployed on routes, including autonomous trolleybuses, buses, and minibuses. Some city routes were adjusted, and some were completely replaced by minibuses:
buses 4, 5, 6, 7, 11, 19, 20, 21, 22, 24, 27, 30, and 32 operated on a weekend schedule;
routes 1, 2, 8, 14, and 16 did not operate due to
duplication by minibuses
.
How movement was tracked and where problems arose
Controllers and accountants were working at key stops, providing assistance to passengers and collecting data on movement. Minibuses were transporting passengers in all directions and separately picking up passengers from the station to the Electromesh, Barsky highway, Vyshelnyky, and Knyaziv Koriatovychiv street.
Despite the preparation, during peak hours from 10:00 to 11:30, delays occurred on the most loaded routes. Failures were also observed during the day: due to the increase in private transport, it was not always possible to synchronize the movement of buses with trolleybuses running autonomously.
Conclusions and next steps
Experts emphasize the importance of such trials for identifying weaknesses and improving the system. According to the head of the operation department of the Vinnytsia transport company, Mykola Zaverukha, on the day of testing, connections were added from Vyshelnyky towards the station, Vodokanal, Barsky highway, as well as autonomous
trolleybuseswere launched between Pirogova Hospital and the Kozyubynskyi Museum to alleviate the center.
These exercises have become an important step for Vinnytsia, as they helped not only to test transportation systems but also to identify opportunities for improvement. Such measures will contribute to enhancing the efficiency of passenger service in emergencies, particularly during prolonged power outages.
