National Deputy Iryna Konstankevych reported that Ukraine has no legislative basis for closing Telegram channels. She also noted that there are both registered users and anonymous channels in the Telegram messenger that spread Russian propaganda. From a security point of view, it is important to assess the harm that these channels can inflict on Ukrainian society during the war.
There are prospects for analyzing the work of the Telegram channel, but at the moment we want to rely on Ukrainian legislation if we are talking about closure, as well as on international practice, - said Konstankevych.
The Telegram messenger cooperates with the Russian Federal Security Service and Roskomnadzor and complies with their requests to block certain channels. People's Deputy Mykola Kniazhytsky is initiating a bill on regulating the Telegram platform and similar platforms in media distribution in Ukraine. Telegram founder Pavel Durov refuses to block channels that spread Russian propaganda. This could lead to the blocking of the messenger itself in Ukraine.
By the way, Telegram founder Pavel Durov, in an interview with American propagandist Tucker Carlson, said that he did not start a business in the United States due to an attack on him in San Francisco and attention from the FBI.
