Social Pensions in Ukraine: A Safety Net for the Vulnerable

According to Novyny.live: Starting in 2026, Ukrainians who have reached retirement age but lack the required insurance record can apply for a social pension. This state benefit is designed for low-income citizens who have lost their ability to work and do not qualify for a standard retirement pension. As Ukraine faces ongoing economic pressures, this support mechanism aims to provide a financial lifeline to those most in need.

Who Is Eligible for a Social Pension?

The following groups may receive a social pension:

  • People aged 65 and older;
  • Individuals with disabilities (Groups I, II, or III);
  • Children who have lost a breadwinner, up to age 18—or up to age 23 if they are enrolled in full-time education.

These categories are entitled to financial assistance from the state.

Payment amounts and conditions vary by recipient category. As of 2026, the subsistence minimum for persons who have lost the ability to work is set at 2,595 Ukrainian hryvnias. The benefit is calculated as a percentage of this minimum:

  • 150% for families with three or more children who have lost a breadwinner;
  • 120% for two such children;
  • 100% for one child, individuals with a Group I disability, and women awarded the title of Mother Heroine;
  • 80% for persons with a Group II disability;
  • 60% for persons with a Group III disability;
  • 30% for people aged 65 or older with no work history.

If the calculated payment falls below the subsistence minimum, the state will cover the difference. However, no pension may exceed ten times the subsistence minimum for disabled persons. By setting these clear thresholds, Ukraine seeks to ensure a more equitable distribution of resources among its most vulnerable citizens, reinforcing the role of social pensions as a key pillar of the country's social safety net.
