This unexpected situation stems from a sweeping reform of the country's military registration system, which has been digitized. The TCCs replaced the former military commissariats just before the full-scale Russian-Ukrainian war began. Under martial law, the entire registration framework underwent a radical transformation.
Key Changes in the Registration Process
A central innovation was the creation of a unified database called 'Oberih' (Talisman), which consolidates records for conscripts, reservists, and those liable for military service. Additionally, the 'Reserve+' mobile application was launched, serving as an official electronic military ID. Through these new digital tools, citizens can now access up-to-date information about their registration status.
A striking example involves a resident of Sevastopol who found himself registered with a TCC in the Luhansk region. According to Serhiy Bohun:
“This individual was labeled a 'violator' by his local TCC due to a simple computer system glitch.”
He further explained:
“The system may have automatically assigned Crimeans to TCCs in Donbas, which were already handling internally displaced persons.”
This case highlights how the new electronic registration system can create confusion among citizens, especially during wartime.
Overall, the reform of Ukraine's military registration system carries both benefits and drawbacks.
