Ukrainians from occupied territories will receive 2 million UAH for housing: program conditions.
According to ТСН: A new direction of the "eRecovery" program is starting in Ukraine. It will provide an opportunity for citizens whose homes are located in temporarily occupied territories to receive a voucher for 2 million UAH for the purchase of new housing. Applications can be submitted starting December 1 through the "Diia" application.
The relevant information was published by the Ministry of Community and Territorial Development.
How to apply for a voucher for purchasing housing?
Applications for obtaining vouchers will begin on December 1. Initially, applications can only be submitted through the "Diia" app, and later the procedure will also involve Centers for Providing Administrative Services (CPAS) and notary institutions.
Applications will be reviewed by special commissions at the actual place of residence of the person, indicated in the internally displaced person's (IDP) certificate.
Who can apply?
This new direction of the "eRecovery" program is established for people who lost their housing not due to destruction, but as a result of occupation. Since it is impossible to verify the condition of such properties, no certificates of destruction or photo confirmations will be required - it will be sufficient to provide housing information in the application.
Applicants will be subject to thorough verification: they must have IDP status from temporarily occupied territories, and for priority consideration - the status of combatants (BDC) or disability related to the war.
Only those who:
do not own another property in the controlled territory of Ukraine;
have not previously received state support for purchasing housing;
have valid IDP registration from temporarily occupied territories.
Program conditions
The main goal of the initiative is to help people start a new life, even if returning home is currently impossible. The state will provide an electronic voucher for 2 million UAH, which will act as a digital document. Funds will not be issued to applicants - they will be transferred directly to the seller of the housing through official registries.
In addition, in November, the State Duma of Russia approved a bill that effectively allows the confiscation of housing from Ukrainians who left the occupied territories of Donetsk, Luhansk, Kherson, and Zaporizhzhia regions. This document defines the mechanism for transferring housing with "signs of abandoned property" to other people or occupying authorities.
Thus, the new "eRecovery" program aims to support Ukrainians who have become victims of occupation in their attempts to find new housing. This is an important step towards recovery after the war, as it provides people with the necessary resources to begin a new phase in their lives. How this initiative will be implemented and what difficulties may arise will become clear in the coming months, as the first applications will start coming in very soon.
