According to Novyny.live: Ukrainian conscripts turning 25 no longer need to visit a Territorial Recruitment Center (TCC) to change their status to 'military liable.' This process is now handled automatically through the 'Reserve+' mobile application. Under the new rules, individuals who reach the age of 25 are no longer required to personally go to a TCC to complete the necessary paperwork.

The overhaul of military registration procedures also means that paper-based documents are no longer issued. Starting December 10, 2025, the only valid military registration document will be the electronic version generated via the 'Reserve+' app. Military IDs, temporary certificates, and registration cards will no longer be provided by Territorial Recruitment Centers. However, any paper documents that were issued prior to this date remain valid.
Under the updated regulations, the transition to 'military liable' status occurs automatically upon turning 25.
“You don’t need to replace anything,” stated Vladyslav Deriy.Yuriy Ayvazyan clarified that the status change can be completed through the 'Reserve+' app or via the 'Diia' portal. It is also important to note that electronic military registration documents carry the same legal weight as their paper counterparts, as emphasized by Vladyslav Deriy, citing paragraph 9 of Cabinet of Ministers Resolution No. 559.
These changes streamline the process for conscripts, particularly those reaching age 25, and mark a shift toward modernized record-keeping. By automating status updates, the system reduces administrative burdens, eliminating queues and saving time that would otherwise be spent on in-person visits to recruitment centers. This move toward digital documentation aligns with Ukraine’s broader push to digitize public services, enhancing efficiency and convenience for citizens.
