According to Novyny.live: Ukraine's state railway operator, Ukrzaliznytsia, has detailed the rules for using luggage compartments on its trains, specifically addressing the rights of passengers on upper and lower berths. A key point is that passengers occupying upper berths do not have the right to use the space beneath a lower berth without the explicit consent of the passenger assigned to that lower seat. This regulation is designed to ensure comfort and convenience for all travelers.
The carrier also recommends storing hand luggage on the overhead racks to prevent excessive clutter on the lower berths. New Food Train Service
