New Penalties for Rule Violations in 2026

According to Novyny.live: Ukraine's state railway operator, Ukrzaliznytsia, will introduce a new system of fines for passengers in 2026. These measures aim to enforce compliance with regulations and enhance safety across the rail network, addressing issues from fare evasion to onboard conduct.

The fines will be substantially increased for certain offenses. For example, traveling without a valid ticket will incur a penalty ten times the original fare. A journey costing 400 hryvnias would therefore result in a 4,000 hryvnia fine. This sharp increase is intended to deter fare evasion and encourage passengers to purchase tickets properly.

Other Offenses and Associated Fines

Beyond fare evasion, penalties will apply to a range of other violations, including:

  • Exceeding hand luggage allowance – 17 hryvnias.
  • Breaching fire safety rules:
    • For citizens – 850 hryvnias.
    • For officials – 10,200 hryvnias.
  • Failing to comply with dangerous goods transport conditions – 102 to 170 hryvnias.
  • Producing counterfeit tickets – 510 to 850 hryvnias.
  • Smoking in prohibited areas – 85 to 340 hryvnias.
  • Littering from train carriages – 34 to 170 hryvnias.
  • Damaging onboard equipment – 170 to 510 hryvnias.
  • Unauthorized travel on freight trains – 119 to 255 hryvnias.
  • Damaging railway tracks – 170 to 510 hryvnias.

The introduction of this stricter penalty framework in 2026 is designed to strengthen enforcement of transport rules and ensure safety for all passengers. These changes are expected to significantly influence passenger behavior, promoting adherence to established norms.
