Ukraine Launches State Property Audit to House War-Displaced Citizens.
Initiative to Provide Housing for Displaced Ukrainians
According to Novyny.live: The Ukrainian government is clarifying its plan to house internally displaced persons (IDPs) by launching an audit of state and municipal properties for potential conversion into housing. This initiative is being implemented in partnership with the international organization Habitat for Humanity and is based on the provisions of Law No. 4080. The project's first phase will commence in three regions: Kyiv, Ivano-Frankivsk, and Poltava.
Within this initiative, authorities plan to identify 60-70 buildings, from which 10-15 will be selected for reconstruction. Government representative Oleksiy Kuleba noted significant public interest in the issue, stating,
"I see many questions and emotions surrounding housing for IDPs and other vulnerable groups. I will explain the essence."He emphasized that the program does not involve private property, asserting,
"There are no decisions, nor can there be any, regarding the seizure of or interference with private property."
Project Goals and Objectives
The primary goal is to provide housing for IDPs by utilizing underused or vacant state and communal buildings.
"Our approach is simple: if a community has a state or municipal building standing idle, it should work for the people,"added Kuleba. With over 3.5 million internally displaced persons currently registered in Ukraine, creating a digital housing system for them is a critical step. This nationwide system is scheduled to become operational in October 2026.
It is important to note that the inventory applies only to state and municipal properties, and the economic and technical feasibility of any reconstruction will be carefully assessed. This effort aims not only to improve living conditions for the displaced but also to make efficient use of existing public resources to meet urgent housing needs. The scale of displacement represents one of the largest humanitarian challenges in Europe since World War II, placing immense pressure on Ukraine's housing infrastructure.
The implementation of this state property audit for housing conversion is a vital component in addressing the accommodation crisis for Ukraine's displaced population. Given the vast number of IDPs, exceeding 3.5 million, such an initiative could significantly improve housing conditions across the country. Furthermore, the project will promote more effective use of state resources, which is critically important given the nation's constrained financial circumstances during the ongoing war.
