According to inkorr.com: Odesa plans to introduce free social routes for those in need of support. These are humanitarian buses that have stood idle for over a year after being received from sister cities. This was reported by the head of the Odesa Military Administration, Serhiy Lysak, on social media, noting that he has instructed the development of a transportation system.

Buses for People, Not for Parking

“This is transportation that should serve people, not sit in parking lots,” emphasised Lysak. He also pointed out that some humanitarian buses are planned to be used for transportation to hospitals, train stations, social institutions, and other important facilities in the city.

Who Will Have the Right to Free Travel

The Executive Committee of the Odesa City Council will determine the categories of passengers who can travel for free. A decision will be made soon, after which routes, schedules, and rules for using social transport will be announced.

Key information as of today:

  • social buses will operate for free;
  • priority will be given to low-income individuals, the elderly, and persons with disabilities;
  • transport will run to social infrastructure facilities;
  • the schedule will be agreed upon after the Executive Committee's decision.

Changes in Legislation

Earlier, the Mayor of Odesa, Hennadiy Trukhanov, explained that the city could not use humanitarian buses due to legislative restrictions: municipal enterprises were prohibited from profiting from the use of such transport. At the same time, costs for fuel, maintenance, and driver wages were not taken into account.

In July 2025, President Volodymyr Zelensky signed a law allowing communities to fully utilize humanitarian transport for passenger transportation. This became the basis for Odesa's preparations for launching free routes.

The launch of free social routes will be an important event for Odesa residents, especially those who need special support. It will facilitate access to medical and social services and improve mobility in the city. Importantly, the new routes will open opportunities for people who previously could not use public transport.
