Odesa Overhauls Draft Deferment Rules: Applications Now Accepted at Administrative Service Centers.
New Procedure for Military Draft Exemptions in Odesa
According to Novyny.live: Residents of Odesa who qualify for a draft deferment can now submit their paperwork through local Administrative Service Centers (known as TsNAPs), instead of delivering it in person to military enlistment offices. This shift aims to make the application process smoother and more accessible for eligible individuals.
Qualifying Conditions for Deferment
The most common reason for obtaining a deferment is a certified disability. Additionally, parents raising three minor children—provided they have no outstanding child support payments—are also eligible. To apply, applicants must submit notarized copies of:
- their passport,
- tax identification number,
- and military registration document.
All documents require notarization to be considered valid.
This adjustment to the submission process means the majority of requests will now be handled by TsNAPs rather than directly by Territorial Recruitment Centers (TCCs). Local official Oleksiy Shalaru explained:
“There is no longer a need to go to the TCC for a deferment. That function has been taken over by the TsNAPs, where all documents are submitted.” - Oleksiy Shalaru
He also noted that some deferment requests are rejected simply because an applicant failed to attach a required document.
Court cases regarding deferments are still being processed in Odesa, though proceedings can be lengthy. Oleksiy Shalaru added:
“We file motions to secure the claim, so that mobilization is paused while the case is being reviewed.” - Oleksiy Shalaru
This highlights that legal support remains a vital part of the deferment process for those who need it.
By moving to a TsNAP-based application system, city authorities hope to reduce the administrative burden on military recruitment centers and simplify the process for residents. However, applicants must carefully ensure their paperwork is complete to avoid unnecessary rejections.
