Ukraine plans to create a National agency to overcome the consequences of Russia's armed aggression in order to receive compensation for the damages. This was announced by former Deputy Minister of Defense of Ukraine Hanna Maliar during a round table on 'How to return blocked Russian money to Ukraine'.
'If we create an agency for returning funds as a central executive authority with dual subordination to the Verkhovna Rada and the Cabinet of Ministers, this state institution will be able to formulate a consolidated claim, uniting all types of entities affected by aggression, and calculate all the damages incurred,' Maliar noted.
According to Maliar, those affected by aggression are divided into three categories: individuals, legal entities, and the state.
'Aggression is an international crime and, according to the 1974 resolution on aggression, it can be recognized based on facts. We do not need court decisions to prove aggression, we have the crossing of the border by regular forces of another state and the occupation of territory,' explained Maliar.
