Deadly Crash Statistics Paint a Grim Picture

According to Novyny.live: Ukraine is moving to introduce legal oversight for e-scooter traffic in response to rising road fatalities. The Verkhovna Rada is expected to pass a relevant law within the next month, but fines will not take effect until late autumn. In 2025, there were 864 traffic accidents involving e-scooter users, resulting in 69 deaths. These figures highlight an urgent need for measures to improve road safety.

Long Rollout Timeline for New Regulations

It will take the Cabinet of Ministers and the Ministry of Internal Affairs at least another three months to draft the bylaws governing e-scooter use. As a result, the law will not be practically enforced before November 2023, barring any unforeseen delays. The Verkhovna Rada is also considering maximum speed limits for e-scooters set at 25, 30, or 50 km/h. Meanwhile, children under 14 will be banned from riding scooters on roads.

These changes are long overdue, according to Volodymyr Kreydenko, who stated:

“This issue has completely outgrown its time for our society—it should have been implemented back in 2020.”
With the number of road accidents climbing, introducing legal standards has become a pressing necessity to ensure safety for all road users.
