Ukraine's EV Fleet Tops 110,000, with Pre-Owned Models Dominating Regional Markets.
Electric Vehicle Adoption Accelerates in Ukraine
According to TSN.ua: Ukraine's electric vehicle (BEV) fleet has surpassed 110,200 registered units in 2025, signaling a significant shift towards sustainable transport. This growth is largely fueled by the import of pre-owned vehicles from abroad, highlighting a strong consumer preference for affordable, eco-friendly options in a developing market.
Regional Breakdown of EV Registrations
A detailed look at the registration data reveals the following regional leaders and their reliance on used imports:
- Lviv Oblast: 16,427 EVs, with 91% being pre-owned.
- Kyiv City: 13,588 EVs, where 59% are used models.
- Kyiv Oblast: 8,621 EVs, with 69% pre-owned.
- Dnipropetrovsk Oblast: 8,404 EVs, 70% of which are used.
- Rivne Oblast: 6,083 EVs, with a striking 92% being pre-owned.
For new electric cars, the Volkswagen ID.Unyx proved most popular in Kyiv, Kyiv Oblast, and Dnipropetrovsk Oblast. The BYD Song Plus led new sales in Lviv Oblast, while the BYD E2 was the top new model in Rivne Oblast. In the dominant used EV segment, the Tesla Model Y is the nationwide leader, though the Nissan Leaf holds the top spot for used vehicles specifically in Rivne Oblast.
This data underscores a maturing EV market in Ukraine, currently expanding primarily through second-hand imports. Internationally, policy discussions in countries like France about introducing special driving licenses for EVs could provide further impetus for the sector's development, potentially influencing regulatory approaches elsewhere.
The surge in EV numbers in Ukraine mirrors the global shift towards greener transportation alternatives.

The prevalence of used EVs is making electric transport accessible to a broader segment of the population. As other nations consider regulatory innovations to support EV adoption, the Ukrainian market may see new incentives for growth, such as enhanced charging infrastructure and reduced import barriers for newer models.
