How much to pay for electric heating from October 2025

According to

Cabinet Resolution No. 37
, for those who use electricity for heating, a preferential rate will be introduced:
  • 2.64 UAH/kWh – for the first 2,000 kWh per month.

  • 4.32 UAH/kWh – for consumption over 2,000 kWh.

Until when will the reduced rate for electric heating be valid

This discount will be available only for households without other types of heating and will be in effect from October 1, 2025, to April 30, 2026. For other household consumers

the rate will remain unchanged – 4.32 UAH/kWh, as previously determined by the government.

When will the rates for electric heating increase

However, experts warn of a possible increase in rates in the coming years. According to Oleg Popenko, head of the Consumers' Association of Utility Services, from 2026 to 2028, electricity prices could rise by 15-20% each year. He noted:

'Rate increases are virtually inevitable, and both Ukrainian experts and international institutions, including the National Bank of Ukraine and the IMF, have repeatedly warned about this, pointing to the need to bring rates closer to market levels.'
