The crisis has become so dire that residents report it is warmer outside than inside their homes.

"It's warmer outside than it is in here," noted Artem, a resident of Vasylkiv.

"Touch the child — you can't even change her diaper, I'm freezing her."

The root cause of the freezing apartments is the central city boiler house, which shuts down during power outages. Vitalii Butenko, director of "Vasylkivteplomerezhi," claims the situation in the city is stable, but many residents doubt this and continue to suffer from the cold.
