New Housing and Utility Benefits for Veterans Launching in February 2026.
Veterans to Receive Rent Subsidies and Utility Discounts Starting February 2026
According to Novyny.live: In February 2026, Ukraine will launch a new state program offering financial support to veterans for housing. This initiative, established by Cabinet of Ministers Resolution No. 252, provides combat veterans with a monthly rent subsidy and significant discounts on utility bills. These measures are part of a broader effort to support veterans' reintegration into civilian life.
The rental subsidy amount is calculated based on the 2026 subsistence minimum and varies depending on the veteran's place of residence:
- In the cities of Kyiv, Dnipro, Lviv, and Odesa — 6,418 hryvnias;
- For other regional centers — 4,813 hryvnias;
- For all other settlements — 3,209 hryvnias.
This subsidy is designed to help veterans improve their living conditions and reduce the financial burden of renting a home.
Furthermore, starting in February 2026, veterans will be eligible for a 75% discount on housing and communal service payments. This substantial reduction in monthly utility costs represents a major step in supporting veterans after their service.
Veterans also retain the right to priority access to state-provided housing and land plots, underscoring the government's commitment to ensuring they have a place to live. These combined efforts aim to provide crucial social support to those who have served their country.
The Significance of Veteran Social Support
The measures set for February 2026 mark a significant phase in Ukraine's policy for veteran social protection. The tiered subsidy system, which accounts for regional cost differences, reflects an intent to address the specific challenges of living in both major cities and smaller towns. Importantly, these initiatives are expected to not only improve veterans' housing but also facilitate their long-term adaptation to civilian society.
