According to inkorr.com: From November 1, the procedure for submitting

applications for deferral from mobilization
is changing in Ukraine. Now, territorial recruitment centers (TRC) will not accept documents in person. A deferral can only be issued through the mobile application “Reserve+” or at the Administrative Service Centers (ASC). This was reported by RBC-Ukraine.

Until the end of October, those liable for military service can submit documents according to the old rules directly at the TRC. However, after this date, new applications will not be accepted. The Ministry of Defense has stated that refusals received from November 1 will be considered official, as the process transitions to digital format.

New procedure for submitting applications for deferral

These changes are intended to simplify bureaucracy and reduce the workload on military registration staff. Now, deferral applications can be submitted:

  • through the mobile application “Reserve+”;

  • at any ASC, regardless of the place of registration.

In addition,

the state will continue to automatically extend part of the deferrals
— without additional applications or documents. This applies to those categories whose data is confirmed by state registries or do not change over time.

Automation of the submission process

From November, Ukraine is transitioning to an electronic form of document submission and will abandon paper circulation at the TRC. All requests submitted through “Reserve+” or ASC will be sent in electronic format to the Ministry of Defense systems.

Digitalization aims to reduce queues, lower the risks of corruption, and make the deferral application process more transparent. Those who have not yet taken advantage of the new opportunities are encouraged to prepare in advance for the transition.

Thus, it is expected that these changes will significantly simplify the procedure for obtaining a deferral and make it more accessible for those liable for military service, thanks to the transition to electronic document circulation. This step will also help reduce queues at the TRC and improve the efficiency of administrative bodies' work.
