According to Novyny.live: Ukrainian citizens can now apply for a deferment from mobilization to care for a close relative with a disability. This can be done either through the remote 'Reserve+' application or at Administrative Service Centers (ASCs). It is important to note that the right to deferment remains valid even if the applicant has an unpaid fine.
The deferment process is handled by territorial recruitment centers. Vladyslav Deriy confirmed that
“you can try to apply for a deferment under point 13 through 'Reserve+'”This means that parents of children with disabilities can take advantage of the online deferment option. If the records correctly reflect the disability status and family ties in the databases, the citizen is eligible for deferment. If the data does not match, they must visit an ASC.
