This process is governed by amendments to the Procedure for Organizing and Maintaining Military Records of Conscripts, Persons Liable for Military Service, and Reservists, which took effect on July 31, 2025. The responsibility for updating the registration category now lies with the Territorial Recruitment Center (TRC). This change is part of broader efforts to modernize Ukraine's military administration system.

Key Changes and Procedures

Under the new regulations, the Territorial Recruitment Center is required to update a citizen's registration status to 'liable for military service' within 30 days of their 25th birthday. This innovation is designed to streamline the process and ensure timely registration. As explained by TRC representative Daria Tarasenko:

“Within 30 days of a citizen's 25th birthday, the TRC and the Service Center must change their registration category to 'liable for military service.'”

This represents a significant shift from the previous system. Before these amendments, citizens who reached the age of 25 were responsible for updating their military registration status themselves. This often led to errors and delays in the process.

The 2025 reforms transfer the responsibility for these updates to the state authorities. The new rules aim to make the process more organized and transparent.
