Data sources for the 'Oberih' database

Currently, the new rules approved by the Cabinet resolution of December 30, 2022, No. 1487, allow for the automatic entry of information about men into 'Oberih' without the need to visit territorial recruitment centers (TRCs). According to the Ministry of Defense, this will help reduce the number of manual operations. Information about citizens is consolidated from state registers such as the Tax Service, the Ministry of Justice, the State Border Guard Service, the Pension Fund, and others, through the 'Trembita' system.

This opportunity arose thanks to the law on the digitization of military registration, adopted in April 2024.

  • Automation of registration: men aged 25-60 who did not use 'Reserve+' and did not visit TRCs are now included in the 'Oberih' database.

  • Fines: violations of registration rules may lead to fines from 17 to 25.5 thousand hryvnias. In case of non-payment, bank accounts may also be seized.

  • Data sources: information comes from the registers of the State Tax Service, the Ministry of Justice, the State Border Guard Service, the Pension Fund, 'Diia', and others.

  • Electronic cabinet: data can be checked through 'Reserve+', where military conscripts can find out their status.

Since summer 2025, 'Oberih' began exchanging data with the Pension Fund, receiving information about individuals for whom employers pay contributions. This helps identify citizens who evade registration.

Changes in military registration have become an important step towards optimizing military registers in Ukraine. Automation of processes aims to reduce administrative barriers and ensure more effective control over compliance with military registration. This also demonstrates the government's efforts towards digitization and modernization of military administration.
