According to inkorr.com: The government has defined which categories of specialists can receive a deferment from mobilization, and has also updated the verification mechanism for this data in November 2025. This is reported by UNIAN.

Who can receive a reservation from mobilization

Temporarily exempt from service in the Armed Forces will be employees of enterprises that are critically important for the state. These include:

  • employees of the prosecutor's office, police, and State Emergency Service;

  • employees of defense enterprises;

  • specialists in critical infrastructure;

  • employees of companies that cooperate with the Ministry of Defense.

The decision on reservations is made by the employer, who then prepares the relevant documents for submission to the Territorial Center for Recruitment and Social Support. Reservations can be verified at the territorial recruitment center, through the 'Reserve+' application, or at the personnel service at the workplace.

What to do if you receive a summons with a reservation

Lawyer Kateryna Anishchenko notes that in case of being summoned to the Territorial Recruitment Center, despite having a reservation, one must come with confirming documents.

“A visit with official confirmation of exemption from service removes the status of 'wanted', but a fine will have to be paid,” the lawyer stated.

After this, the data is updated in 'Reserve+' and in the 'Oberih' system within 72 hours. Only after that can one reapply for a reservation through 'Diia'.

New conditions for reservation from November 2025

According to the new rules, enterprises can reserve even those men who:

  • are wanted;

  • have not clarified data at the Territorial Recruitment Center;

  • do not have military accounting documents.

However, such a deferment is valid only for 45 days from the moment of signing the employment contract and can be granted only once a year.

Passing the Military Medical Commission (MMC) to obtain a reservation is not mandatory, although some state enterprises may require it according to their rules.

Thus, the innovations are aimed at ensuring the necessary human resources in critically important sectors for the country, while at the same time simplifying the reservation process. This is important to maintain a balance between the country's defense capability and the needs of the economy, as a certain number of specialists will remain in their professions even during difficult wartime.
