Ukraine has demographic problems
According to data from the Ministry of Justice, the number of children born in Ukraine has decreased by 1.5 times since the Russian invasion. In 2024, 87,655 children were born, which is significantly less than 132,595 children in 2021. Deputies propose to change the payments at the birth of a child to address this problem. This was reported by the portal «Glavkom».
Ukraine has been facing a demographic crisis for a long Time. The last increase in birth rates was observed in 2010-2013, when about 500,000 children were born each year. However, since then, the number of children born has been steadily declining.
According to the deputies' proposal, financial support could help improve the demographic situation, even in wartime. To this end, it is proposed to change the law «On State Assistance to Families with Children». The existing version of the law was adopted 10 years ago, during the annexation of Crimea and the occupation of the Luhansk and Donetsk regions.
In 2014, the amount of payments for the birth of children was 41,280 hryvnias (40 subsistence minimums for children under 6 years old). The connection of payments to the child minimum was also canceled.
Currently, the minimum wage is 8,000 hryvnias, and the child minimum is 2,563 hryvnias. However, the payment for the birth of a child remains at the level of 41,280 hryvnias, as in 2014. The first payment is 10,320 hryvnias, and then 860 hryvnias is paid monthly for 36 months. These amounts are often not enough even for one pack of diapers or one month of formula for a baby. Therefore, deputies propose to restore the connection of payments for newborns to the child subsistence minimum.
It should be noted that in 2024, 161,900 children were born in Ukraine. This data was obtained from the number of baby boxes and the monetary compensation for the «package for the baby» received by families.
As previously reported, the Ukrainian demographic crisis lies in the fact that for every child born, three die. This is a disturbing trend compared to 2018-2020, when for every child born, two died.
