Article 11 of Ukraine's 'Highway Code' specifies which government bodies are tasked with caring for roadside plantings.

Central authorities manage state highways, while local governments are responsible for streets and roads within towns and villages. The protective forest belts lining roads are under the jurisdiction of Ukraine's State Agency of Motor Roads, highlighting the importance of controlled access to these areas. It is crucial to understand that the unauthorized collection of what might appear as 'deadwood' or 'windfall' without a proper forestry permit or felling ticket is a violation of the law.

Penalties for Illegal Tree Felling

Illegal tree cutting carries administrative liability under Article 65 of the Code of Ukraine on Administrative Offenses. Starting in 2026, fines for illegal felling will range from 510 to 1,020 hryvnias for private citizens, and from 2,550 to 5,100 hryvnias for officials. Furthermore, for the destruction or damage of protective forest belts, fines for citizens will be between 510 and 765 hryvnias, while officials may face fines from 1,020 to 1,530 hryvnias.

Criminal liability for illegal logging can be far more severe, potentially including a fine of 17,000 to 25,500 hryvnias, arrest for up to six months, or restriction or deprivation of liberty for up to three years. These regulations are part of broader efforts to combat deforestation and protect green spaces, which are vital for the environment. Therefore, Ukrainians must exercise caution and comply with the law to avoid serious financial penalties and criminal punishment.

The ban on gathering wood from roadsides is a significant measure for preserving ecological balance and protecting Ukraine's green infrastructure. Adherence to these rules helps prevent environmental damage and ensures proper maintenance of existing forest belts.
