Salaries for Non-Technical Roles in Ukraine's IT Sector

According to Novyny.live: A winter 2026 salary survey of Ukraine's IT market reveals that companies are shifting their focus. Instead of raising pay across the board, they plan to concentrate on retaining their most critical employees. The study recorded median salaries for non-technical specialists, including those in Tech Leadership and Customer Success.

In winter 2026, non-technical IT professionals earned over $6,000 (more than 261,000 Ukrainian hryvnias). Tech Leadership commanded the highest median salary among non-technical roles at $6,325 (275,137 hryvnias). Conversely, the lowest median salaries were found in:

  • Customer Success — $1,083 (47,111 hryvnias);
  • Office Management — $990 (43,065 hryvnias).

Regionally, the median salary for Product Design in Lviv was $3,375, compared to $2,850 in Kyiv. The professions with the highest overall median salaries included:

  • Tech Leadership — $6,325;
  • General Leadership — $4,000;
  • IT Consultant — $3,850.

Other specializations, such as Finance/Accounting, Marketing, and Tech Writing, had a median salary of $2,000, while:

  • HR — $1,940;
  • Sales/BizDev — $1,850.

The lowest salaries in the survey were observed in:

  • Customer Support and Technical Support — $1,200;
  • Customer Success — $1,083;
  • Office Management — $990.

For comparison, Support specialists abroad earn a median of $2,600, whereas in Ukraine, their salary is $1,200. This wage gap highlights the competitive pressures of the global tech labor market.

The survey noted that median salaries for HR, Marketing, and Brand/PR/Content remained largely unchanged. The most in-demand specializations on the market continue to be software engineers (Java, .NET, Python, JavaScript), DevOps, and cloud engineers.

These findings indicate a strategic pivot among Ukrainian IT companies toward retaining key personnel, likely in response to dynamic labor market conditions.

Faced with global competition and instability, companies appear to prioritize stability over salary growth. This approach could influence the decisions of skilled professionals about whether to remain in Ukraine or seek opportunities abroad. The results also underscore the enduring high demand for Tech Leadership roles, which may shape future training and talent development strategies in the industry.
