Statement from Ukraine’s President

According to UATV: Ukrainian President Volodymyr Zelenskyy has confirmed that Kyiv has received no proposals from Russia regarding a potential 'energy ceasefire.' However, he stated his willingness to forward such a proposal through the United States. This announcement came during a press conference held on March 31, 2023, at the Bucha Summit. The conflict has seen both sides target critical infrastructure, making any truce in the energy sector a significant development.

Zelenskyy noted that there have been no signals from the Russian side, and, in his words, 'at least, we haven’t received any.' He emphasized his readiness to ask the U.S. to transmit this proposal to Russia. Specifically, the Ukrainian president stated:

'Tomorrow, I will certainly pass this proposal to the United States and ask them to deliver it to the Russian side.' - Volodymyr Zelenskyy

Frontline Situation

Meanwhile, Ukrainian defense forces continue to strike infrastructure in Russia’s Leningrad region. These attacks have blocked a significant portion of Russia’s oil exports. Zelenskyy also commented that if Russia keeps striking Ukraine, the Ukrainian side will retaliate. He stressed:

'If they hit us, we will respond. If they agree to stop strikes on energy infrastructure, we will act in kind.' - Volodymyr Zelenskyy

Thus, the situation remains tense, and the prospect of an 'energy ceasefire' has yet to materialize.

President Zelenskyy’s remarks highlight the lack of constructive dialogue between Ukraine and Russia on energy issues, underscoring the complexity of the current situation. At the same time, continued Ukrainian attacks on Russian infrastructure point to active combat operations that could influence the possibility of any future peace negotiations. Strategic decisions by both sides remain critically important for the conflict’s further trajectory.
