Zelensky discussed the reaction to the "Victory Plan" in Washington and whether there is permission for long-range strikes on Russia.

The spokesperson of the President of Ukraine, Serhiy Nykyforov, reported that allies accepted the Ukrainian Victory Plan "constructively and with great interest".

He noted that the characteristics used by Western media regarding the plan are unreliable.

"It has been taken into work. President Biden said that on October 12 at "Ramstein" he will return with some decisions and answers, so the beginning is encouraging," Nykyforov noted. He also added that the permission to carry out strikes deep into Russia will first be known to Russians, and only then will an official announcement be made.

Meanwhile, analysts from the American Institute for the Study of War (ISW) express particular concern about Western long-range weapons, which worry Russian authorities. According to ISW, Russia is trying to convince Western countries not to allow Ukraine to use such weapons for attacks on Russian territory.

ISW experts emphasize that even a limited number of successful strikes from long-range weapons can have an asymmetric impact on Russian logistics. They cite the example of the strikes by the Armed Forces of Ukraine with HIMARS in the summer of 2022, which forced Russian forces to disperse their ammunition.

Amid these events, UK Foreign Secretary David Lammy stated that he expects a decision to lift restrictions on Ukraine's use of long-range weapons for attacks on Russia by the beginning of winter. He emphasized that this moment is significant for demonstrating Western support for Ukraine.
