The President of Ukraine Volodymyr Zelensky stated that the guarantor countries of Ukraine's security refused their obligations under the Budapest Memorandum after the Russian aggression.

'Ukraine sent letters three times to all security guarantors, all participants of the Budapest Memorandum. What was written on the paper? Consultations. Ukraine conducts consultations if its territorial integrity is violated. Everyone must come. Urgently meet. The USA, Britain, Russia, France, China. Did anyone come? No. Did anyone respond to these letters? No'

According to the President, the guarantor countries did not fulfill their promises: 'They were indifferent. It's clear in Russian, right? Just as Russia did not care, so did all the other guarantors of the Budapest Memorandum not care about this country, about these people, about these security guarantees.'

The President reminded how Germany blocked Ukraine's accession to NATO at the Bucharest summit in 2008. 'Republicans were for it. The USA was for it. Because the republicans and Bush were not afraid of anyone. And they knew that Ukraine wants to join NATO justly. It chooses so. So what's the issue? Well, the people made their choice,' Zelensky emphasized.

According to him, Ukraine needs real security guarantees, not empty promises: 'After part of our Donbas and Crimea was occupied, Ukraine sent diplomats three times over several years. We sent letters to all security guarantors. And what? Nothing.'

The President spoke about the involvement of North Korean military in the war against Ukraine. '12,000 arrived. Today 3,800 are dead or injured. They can bring another 30-40 thousand, maybe even 500. They can bring many people. Why? Because they have order, autocracy, and all that,' Zelensky noted. According to him, captured North Koreans burn their faces to prevent identification. 'There are videos. Everything I am telling you has evidence,' added the head of state, emphasizing that such actions contradict the values shared by Europe.

He also stated the necessity of security guarantees from the USA and NATO to stop Russian aggression.
