The government will pay 6500 UAH for winter: who is eligible for assistance.
According to inkorr.com: The Cabinet of Ministers of Ukraine is launching a new financial support program for citizens ahead of the heating season of 2025/26. As part of the initiative "Warm Winter", the government plans to pay 6500 hryvnias to socially vulnerable groups of the population. This
is reported by RBC-Ukrainereferring to
the draft government resolution.
In total, about 660 thousand Ukrainians will receive assistance, for which 4.3 billion hryvnias is planned to be allocated from the state budget.
Payments are aimedat supporting those who particularly need help during the winter period.
Who will receive 6500 UAH of winter assistance

children among internally displaced persons – 252,898 individuals;

people with disabilities in group I among IDPs – 12,800 individuals;
-
lonely pensioners receiving a care allowance – 17,500 individuals;
-
children under guardianship or caregiving – 40,900 individuals;
-
orphaned children and children with disabilities raised in foster families or care homes – 1,000 individuals;
-
children from low-income families – 335,863 individuals.
How winter assistance will be provided
Payments will be made through the Ministry of Social Policy. Funds will be allocated to a special account or virtual “Diia Card”, which can be spent within 180 days from the moment of crediting.
Government representatives stated that
the program aimsto "reduce the burden on the most vulnerable citizens during periods of increased expenses due to cold weather." It is expected that this initiative will become part of a larger state social protection strategy, which the Ministry plans to continue in 2026.
It was previously reported that by the end of 2025, Ukrainians from vulnerable population groups will be able to
receive financial assistanceto prepare for the heating season. The funds are intended for households that do not have central heating and may be used to purchase solid fuel.
This program is an important step in supporting those who most need help during difficult winter months. With financial assistance, Ukrainians will be able to ease their heating costs and live comfortably during the cold. Despite the challenges facing society, the state initiative can significantly improve social protection for vulnerable groups of the population.
