Ukrainian Voter Registry Lists 34 Million, Yet 1.4 Million Lack a Voting Address.
The State of Ukraine's Voter Registry
According to TSN.ua: Serhiy Dubovyk, First Deputy Chairman of the Central Election Commission, has reported that Ukraine's State Voter Registry contains 34 million citizens. However, 1.4 million of these individuals currently lack a registered address for voting. These figures were presented during a session of the Verkhovna Rada's working group, which is tasked with preparing for elections after the war concludes.
Notably, the data reveals irregularities in occupied territories, where 42,000 registered voters are listed as being over 100 years old, and a thousand of those are recorded as over 115. For context, during the last national elections in 2019, the voter registry contained approximately 39 million people, 5 million of whom were internally displaced persons (IDPs).
Preparations for Future Elections
Dubovik emphasized the necessity of establishing a mechanism for IDPs to update their temporary voting locations. He also indicated that the estimated cost for organizing post-war elections could reach 10 billion hryvnias. The creation of a special parliamentary working group to draft the necessary election legislation is considered a crucial step for safeguarding Ukraine's democratic process.
This situation underscores the profound logistical and social challenges posed by the war, including a massive displaced population. Ensuring a fair and inclusive electoral process will require significant planning and resources from state authorities. Proper funding and clear procedures will be essential to guarantee the transparency and legitimacy of any future vote.
