Power Supply Disruptions in Russia
According to TSN.ua: Russia experienced significant power outages on February 15, 2023, following drone attacks on the Novobryanskaya electrical substation located in the Vygonichi settlement of Bryansk Oblast. Governor Alexander Bogomaz confirmed that five municipal districts, along with parts of the city of Bryansk itself, were left without electricity and centralized heating. The assault lasted over 12 hours. Bogomaz noted that
"despite claims of 'repelling the attack' and the alleged destruction of over 170 fixed-wing drones, it was impossible to avoid the consequences."
Eyewitnesses reported explosions at substations and in areas housing energy infrastructure. The 750 kV Novobryanskaya substation may have been struck repeatedly. As a result of these attacks, an oil refinery in Russia halted processing operations after its primary CDU-1 unit, which accounts for 40% of the plant's capacity, was damaged. These strikes highlight the vulnerability of critical infrastructure far from the front lines.

These events follow a recent attack on February 12, when Security Service of Ukraine (SBU) drones hit the Ukhta oil refinery in the Komi Republic, approximately 1,750 km from the Ukrainian border. Consequently, the situation for energy infrastructure in the region remains tense, with the full consequences of the attacks still being assessed.
The attacks on energy facilities underscore the escalating tensions between Ukraine and Russia, particularly in the use of long-range drone warfare.
