According to TSN.ua: On February 12, 2023, a substation failure in Belgorod caused another widespread power outage, affecting more than 220,000 customers. The electricity disruption impacted three municipalities: the city of Belgorod, the Belgorodsky District, and the Shebekinsky District. This incident is part of a series of energy infrastructure problems the region has faced.
Power and heating interruptions began following strikes on energy infrastructure that occurred on February 6–7. Vyacheslav Gladkov, the governor of the Belgorod region, stated:

After shelling on February 8, authorities began evacuating children from Belgorod to other regions of the Russian Federation. Approximately 1,600 people were evacuated from three nearby apartment buildings. Gladkov added that "emergency crews are working" to restore the power supply.
