Complimentary Travel on Ukraine’s Public Transit

According to Novyny.live: Starting in April 2026, certain groups of people in Ukraine will be entitled to ride public transport for free. This change follows the adoption of the Law on Road Transport, which requires transport operators to provide no-cost services to eligible beneficiaries.

Eligible Beneficiary Categories

The following groups are entitled to free travel:

  • Children with disabilities
  • Pensioners
  • Combat veterans
  • Children from large families
  • Individuals with Group I or II disabilities
  • Conscripts on active duty
  • Parents of fallen soldiers
  • Children under 6 years old
  • Military service veterans
  • Rehabilitated persons
  • Police and SBU officers
  • An accompanying person for a Group I disabled individual
  • Victims of the Chornobyl disaster

Local authorities will determine the number of free trips allowed and the process for compensating transport providers for these services. Under the new law, carriers that unjustifiably refuse to honor benefit rides may face fines. This measure aims to protect beneficiaries’ rights and prevent potential abuses.

To take advantage of the free travel benefit, citizens must present a document proving their eligibility. This initiative is designed to make public transit more accessible for vulnerable populations, potentially enhancing social equity across Ukraine.

This reform marks a significant step in supporting socially vulnerable groups and improving their mobility.

If properly implemented, the law could ease the financial burden on these categories of citizens, thereby improving their quality of life. However, successful rollout will require oversight to ensure beneficiaries’ rights are respected, as well as adequate compensation for transport operators to prevent financial strain on the public transit system.
