Critical Workers: Steps to Take When Mobilization Deferral Status Is Missing
According to Novyny.live: Employees of enterprises deemed critically important to the nation are eligible for a deferral from military mobilization. However, if this deferral status does not appear in the 'Reserve+' application, both the workers and their employers can take specific steps to resolve the issue.
This situation is a common administrative challenge during wartime, where digital systems may lag behind official paperwork. The primary action is for the employer or the employee to contact their local Territorial Recruitment Center (TCC). An application to the TCC can be submitted in a free-form written request.
This application must be accompanied by a printed copy of the electronic deferral document (e-VOD) and a copy of the paper deferral order. The copy of the deferral order should be clearly annotated with the following details:
- "True copy of the original"
- The current date
- A signature
- The signatory's initials
"The employer must contact the TCC to compel them to enter the deferral information into the 'Oberih' registry."

If necessary, employees also have the right to independently send a formal application to the TCC via registered mail.
It is important to note that changes to the deferral process implemented in December 2025 may affect current procedures. In summary, workers at critical enterprises must be aware of their rights and options when deferral information is missing, to protect themselves from erroneous mobilization.
Under martial law and partial mobilization, securing deferrals for essential personnel is a matter of national operational continuity. Understanding the correct procedure and the recourse available when the system fails is vital for maintaining workforce stability and ensuring these crucial enterprises can continue to function. This also highlights the necessity for clear communication between employees and employers to navigate mobilization issues effectively.
