According to Novyny.live: Kyrylo Budanov, head of the Office of the President of Ukraine, engaged with students at the Kyiv-Mohyla Academy to discuss how democratic institutions function during wartime and why a strong state is essential. Budanov highlighted that Ukraine is currently operating under a hybrid martial law. He described this as a unique experience where, despite constitutional and legal restrictions, the country maintains fully functioning democratic institutions and protects citizens’ rights.

'This is our defensive democracy—where freedom is something we defend with weapons in hand,' Kyrylo Budanov stated.

He also stressed that Ukraine’s place in the world depends on its own people. 'We must clearly understand: a strong Ukraine is needed only by us. For everyone else, we will be competitors. And that is natural—that is how the adult world works,' the head of the Presidential Office added.
