According to UATV: In a speech at the Justice Conference on February 23, Kyrylo Budanov, the head of Ukraine's Presidential Office, emphasized that peace talks are essential for ending the war and preventing renewed Russian aggression. "It's no secret: the negotiations are tough, but we are definitely moving forward and approaching the moment when all sides will need to make final decisions—to continue this war or to move to peace," said Kyrylo Budanov.
