Budanov revealed who influences Putin's decisions in Russia.

Changes in Putin's inner circle due to the war in Ukraine
Head of Ukrainian intelligence Kyrylo Budanov spoke about the changes that have occurred in Volodymyr Putin's immediate surroundings during the conflict in Ukraine. He stated this in an interview with 'Ukrinform'.
According to Budanov, nothing significant has changed in Putin's immediate entourage. However, the role of Shoigu, who is the Secretary of the Security Council of Russia, is losing influence, while the role of Patrushev remains practically unchanged.
“The only thing is that Shoigu's role has significantly diminished. This is a very interesting point,“ Budanov noted.
The head of intelligence noted that the position of Secretary of the National Security and Defense has great weight in Russia, but Shoigu himself is limited in his powers.
“Patrushev's office is located in the Kremlin, although previously he had other premises. It's not as simple as it may seem at first glance. Changes have been made. But Shoigu does not appoint his deputies,“ he said.
In addition, Budanov expressed his opinion about the new Minister of Defense of Russia Belousov, who was appointed in May 2024. He emphasized his advantages as a technocrat engaged in organizational and bureaucratic issues.
“He works normally. He is perceived as a technocrat. He remains in the shadows compared to Shoigu, who actively spoke out. But his work brings results,“ Budanov added.
Overall, Budanov sees certain changes in the power structure of Russia, especially concerning the influence of Shoigu and Patrushev. He also noted that Russia is capable of lowering the level of corruption in its army and supporting the development of the country's armed forces.
Earlier, Budanov spoke about the situation at the front and expressed his thoughts on the possibility of a ceasefire in 2025.
