According to ТСН: Russia is attacking Ukraine's energy infrastructure and deploying a large number of missiles and drones. This leads to severe power outages in the western and central regions, causing three nuclear power plants to be forced to reduce their capacities, and energy providers to implement emergency shutdown plans.

The government is actively seeking ways to stabilize the power grid ahead of the holidays, while international partners are providing necessary equipment. However, experts warn of possible long-term restrictions depending on ongoing attacks and winter temperatures.

Situation in Ukrainian energy supply

On the night and morning of December 23, Russia carried out a massive attack on Ukraine's energy system, using dozens of missiles and over 600 drones.

According to the Ministry of Energy, the regions of Khmelnytskyi, Rivne, and Ternopil have remained without power, and the regions of Vinnytsia, Chernihiv, Zhytomyr, Donetsk, Dnipropetrovsk and Kharkiv also experienced power outages.

Due to damages to infrastructure, the Rivne, Khmelnytskyi, and South Ukraine nuclear power plants were forced to reduce their generation capacity. The acting Minister of Energy, Artem Nekrasov, stated that the return of the power plants to full capacity would occur gradually.

Emergency shutdown plans have been introduced across Ukraine.

European aid for Ukraine to restore energy supply

Lithuania has transferred a set of equipment for thermal power plants to Ukraine. In total, there have been 149 deliveries of heavy equipment weighing about 2400 tons, including transformers and stators, over the past 11 months.

This operation is coordinated under the EU Civil Protection Mechanism. Ukraine has already received 9500 generators and 7200 transformers thanks to this mechanism.

The government fights against power outages

By December 24, the government must redistribute an additional 1 GW of capacity for household consumers. Prime Minister Yulia Svyrydenko emphasized that these measures will help balance the power grid.

The government is also implementing a comprehensive plan to ensure stable operation of the system during the holidays, which includes:

  • Maximizing electricity imports;

  • Faster restoration of damaged facilities;

  • Encouraging the development of individual power generation.

Support for energy providers will consist of simplifying the mechanism for acquiring equipment for repairs to the power grid without unnecessary auctions.

"The government is simplifying the transfer of energy equipment to stabilize power supply during the war," reported Yulia Svyrydenko.

Emergency shutdowns due to cold

The acting head of the State Energy Regulatory Commission, Anatoliy Samulko, noted that the cooling is not critical for the implementation of emergency shutdowns. Electricity consumption has increased, but this does not jeopardize the stability of the grid.

Emergency shutdowns may only occur during local anomalies in distribution networks, not due to a general deficit.

"Emergency shutdowns due to weather can only occur during power outages in distribution networks," noted Samulko.

Forecast for power supply during the holidays

Energy expert Hennadiy Riabtsev predicts that shutdown plans will be in effect in most regions of Ukraine for 3-4 phases, meaning that there may be no power for up to 16 hours a day. The targets of the attacks are again the thermal power plants and substations. Due to damages in the regions of Khmelnytskyi and Rivne, the capacities of the nuclear power plants were reduced, leading to prolonged shutdowns.

The expert also pointed out that despite the introduction of emergency shutdowns, a complete blackout has not occurred and the energy system is likely to return to planned operations after recovery.

Light on Christmas and New Year

The former Minister of Fuel and Energy of Ukraine, Ivan Plachkov, emphasized that the power shutdown plans will be maintained during the holidays. The situation will depend on weather conditions and security status.

"The cooling will undoubtedly have an impact. Consumption will rise, so plans will change," said Plachkov.

The stability of supply will be jeopardized by potential new attacks on infrastructure and vulnerability to weather conditions.
