Some Ukrainians may be banned from selling apartments.
The government plans to impose strict restrictions on citizens who have debts for utility services. Under a new initiative, debtors may be prohibited from conducting real estate transactions, including its sale and inheritance.
This information was reported by Oleksiy Kucherенко, the first deputy head of the Committee on Energy and Housing and Communal Services, during a broadcast on the Kyiv24 TV channel.
According to the Consumers' Association of Utility Services, as of mid-2024, the total debt of Ukrainians for housing and communal services exceeded 200 billion hryvnias. The situation is particularly challenging in Kyiv, where, despite a moratorium on increasing water tariffs, residents have massively stopped paying for services.
The director of the Energy Supply Enterprise of Kyivteploenergo, Konstantin Lopatyn, reported that residents of the capital owe more than 7 billion hryvnias for centralized heating and hot water, of which 4.3 billion is for heating and 2.7 billion for hot water supply. In November 2024, penalties were imposed on over 90 thousand chronic debtors.
The most debts for utility services have accumulated among residents of frontline territories. The leader among debtors is the Dnipropetrovsk region, where over 100 thousand cases have been opened, accounting for 14.3% of the total number. It is followed by the Kharkiv region with 94.8 thousand cases and Donetsk with 79.7 thousand.
The largest share in the total debt amount consists of debts for heating – 36.9% (258.8 thousand cases), followed by water supply debts – 18.6% (130.2 thousand) and electricity – 9.7% (67.9 thousand).
Oleksiy Kucherенко emphasized that the state must urgently address this issue. According to him, debtors will either be given the opportunity to repay their debts or they will face restrictions on real estate transactions. 'This will be a fair decision,' Kucherенко noted.
