According to inkorr.com: On October 1, 2025, the Cabinet of Ministers of Ukraine adopted

resolution No. 1222
, which dissolved the Interdepartmental Working Group that dealt with issues of military registration of citizens residing abroad. This group was established only three months ago and had not achieved any results.

Functions of the Interdepartmental Working Group

The resolution of July 9, 2024, No. 850 was recognized as having lost its validity. This document established a group headed by the Minister of Defense

. The main focus was planned to be on coordinating the efforts of various ministries for a systematic approach to this problem.

The group was supposed to work on developing proposals for action plans, clearly defining specific actions, deadlines, responsible persons, and control mechanisms. This included coordinating actions between the Ministries of Defense, Foreign Affairs, Internal Affairs, and other structures to avoid confusion in registration and mobilization.

Here are the main aspects that the group planned to address:

  • Military registration: updating databases for men aged 18-60 who are abroad.
  • Training: basic and specialized military training programs in EU countries.
  • Service: rotation mechanisms and contracts for Ukrainians in the diaspora without returning to Ukraine.

What awaits Ukrainians abroad

However, the government has not provided any information about achievements, reports, or implemented initiatives. Experts believe that the dissolution is a signal of a redistribution of powers, possibly to a special commission under the National Security and Defense Council or directly to the Ministry of Defense.

For over 6 million Ukrainians living abroad, this creates uncertainty regarding possible changes in the data update procedure in 'Reserve+', as well as potential increased pressure on consulates to issue summons.

According to the Ministry of Foreign Affairs, only 20% of emigrants have updated their data. In 2025, considering the shortage of personnel at the front (over 100,000 casualties), pressure on the diaspora will increase, but the lack of clear plans leaves the situation in a state of limbo. Experts advise: register voluntarily to avoid possible sanctions such as account blocking or exit bans for relatives.

In terms of improving the military registration system, the government will now, obviously, be considering other options. However, Ukrainians in the diaspora must be careful and take a conscious approach to registration to avoid unforeseen consequences.
