The expert explained why it is important to reform the freight tariff system of Ukrzaliznytsia.
The President of the OP, Oleksandr Kalenkov, stated that the system for developing freight tariffs at Ukrzaliznytsia should be based on European principles of differentiation and include the introduction of coefficients. He pointed out that the class system currently in use is not satisfactory. Kalenkov gave the example of Poland, where there is a basic rate to which a coefficient is added depending on the route and services. He also noted that in Ukraine, the tariff collection consists of a whole stack of papers, while in Poland – two sheets of paper. Kalenkov believes that in case of "harmonization" of freight tariffs, the initial freight tariff should be significantly reduced, and the tariff system should be completely changed using coefficients. Otherwise, it will be cross-subsidization.
