No License Required: The 350-Watt E-Scooter and Other Vehicles You Can Ride Legally.
Ukraine Implements New Rules for E-Scooters and Bicycles
According to Novyny.live: Ukraine has introduced new regulations that specify which low-powered vehicles can be operated without a driver's license. These changes aim to simplify the use of alternative transportation and encourage their adoption among the public. The rules are part of a broader effort to integrate micromobility into the urban transport ecosystem.
The following vehicles can now be used without a driver's license under specific conditions:
- Electric scooters with a maximum power of 350 watts and a top speed of 25 km/h;
- Bicycles, for riders aged 14 and older;
- Electric scooters with an engine up to 3 kW, which are classified similarly to bicycles.
However, stricter rules apply to more powerful equipment. Vehicles with power between 3 kW and 4 kW require an A1 motorcycle license, while anything exceeding 4 kW falls under a full category A license. Operating a vehicle without the correct license carries a fine of 3400 UAH. If the driver's license has been revoked, the penalty increases to 20400 UAH. Failing to present a vehicle registration document can result in a 425 UAH fine. For serious violations, administrative detention for up to 15 days is possible.
In summary, the new regulations clearly define which e-scooters and bicycles can be used license-free and establish penalties for non-compliance.
Environmental Trends and Road Safety
The introduction of these rules aligns with a global trend of promoting eco-friendly and alternative modes of transport. This shift has the potential to reduce automotive traffic and improve urban air quality. Authorities emphasize that user adherence to the new norms is crucial for ensuring the safety of both riders and other road users.
