A New Path for Ukraine's EU Integration
According to TSN.ua: According to a report in the Financial Times citing Brussels sources, the European Commission is considering a novel two-stage model for Ukraine's accession to the European Union. This proposal would grant Ukraine formal membership status but without voting rights, coupled with a phased opening of the EU's single market. This potential shift comes as the bloc grapples with the practical and political complexities of its largest-ever potential enlargement.
Reforming the EU's Expansion Process
The EU's standard enlargement framework, in place since the early 1990s, is a lengthy process that can take up to a decade to achieve full compliance with membership criteria. Given this timeline, Ukraine's potential accession by the target date of January 1, 2027, is viewed as unrealistic. Hungarian Prime Minister Viktor Orbán has voiced strong opposition, recently referring to Ukraine as an 'undefined entity' and warning that its EU membership would mean the EU is 'at war' with Russia.
For Ukrainian President Volodymyr Zelenskyy, the prospect of EU membership remains a central political objective. However, European officials consistently emphasize that the path to full membership will be long and will require sustained, significant effort from Ukraine.
The proposed model could serve as a compromise, allowing Ukraine to gain tangible benefits from closer EU ties—such as market access—without the full rights of membership. This step is seen as a way to support Ukraine during its ongoing war and economic challenges. Nevertheless, Ukraine would still need to implement a wide array of reforms and adaptations to align with EU standards, underscoring the protracted and complex nature of the overall integration process.
