Hungary Blocks EU Commission's Approval of €90 Billion Support Package for Ukraine.
EU Commission Greenlights €90 Billion Loan for Ukraine
According to UATV: On April 1, 2023, the European Commission approved a comprehensive loan package worth €90 billion for Ukraine, covering the years 2026 and 2027. However, Hungary is currently obstructing the process. Under the plan, Ukraine is set to receive nearly €30 billion from this EU loan in 2026 specifically for military expenditures.
Breakdown of Funding and Aid
For 2026, a total of €45 billion is allocated for budgetary support and defense assistance. This amount includes:
- €16.7 billion designated for budgetary support;
- €28.3 billion earmarked for defense aid.
This loan represents a critical step in sustaining Ukraine amid ongoing challenges.
“We will deliver the €90 billion loan for Ukraine,” stated European Commission President Ursula von der Leyen.
Balázs Uzvári confirmed that 'over the next two years, that is, 2026 and 2027, we are considering an amount of 90 billion.'
Hungary's national elections are scheduled for April 12, 2023, a factor that could influence the ongoing blockade of the loan package. As a result, the next steps for implementing the Ukraine loan remain uncertain until the Hungarian side resolves its position.
The standoff over the loan package highlights the complex political dynamics within the EU, where a single member state's stance can significantly affect support for another nation. Hungary, driven by its own political interests, may leverage this situation to pursue specific goals, complicating the delivery of financial assistance to Ukraine. At the same time, the European Commission's backing underscores the strategic importance of Ukraine for EU security and regional stability.
