According to UATV: On February 3, 2023, NATO Secretary General Mark Rutte visited Kyiv as Russia launched new attacks on Ukraine's energy infrastructure. Addressing the Ukrainian parliament, Rutte strongly condemned these strikes on civilian targets, calling them attacks on the civilian population. He emphasized that Russia had broken an agreement to refrain from hitting energy systems during the cold spell, with temperatures in Ukraine dropping to -25°C (-13°F). This visit underscores the alliance's continued diplomatic engagement with Ukraine amidst the ongoing conflict.
Rutte stated that the aggressor's actions were unacceptable, especially during the harsh winter conditions. In response to the attacks, Ukrainian Prime Minister Denys Shmyhal reported a missile strike on an energy facility providing heat to a city's residents. President Volodymyr Zelenskyy noted that his American counterpart had urged restraint from targeting energy infrastructure for a week.
NATO's Support for Ukraine
During his visit, Rutte also discussed support programs for Ukraine. NATO plans to allocate $15 billion to fund the PURL program in 2026, under which Ukraine has already received 75% of the required missiles since its launch. This financial commitment is part of a broader, long-term strategy to bolster Ukraine's defensive capabilities.
Secretary General Rutte's trip to Kyiv occurred against a backdrop of severe military and humanitarian challenges for Ukraine. Strikes on energy infrastructure during winter threaten civilian lives and create immense difficulties in providing heat, which is critical during freezing temperatures. The stance articulated by NATO during this visit reaffirms international support for Ukraine and a readiness to continue providing financial and military aid in the fight against aggression.
