Concerns Over Procurement Transparency in Kyiv

According to Novyny.live: Questions have emerged about the transparency of a procurement deal in Kyiv involving cogeneration units. City council member Andriy Vitrenko revealed that these units may have been purchased from a shell company, whose director does not reside in Ukraine. The transaction took place on March 25, and according to available information, the cogeneration units were bought from a Slovak firm that had previously acquired them in Austria.

Vitrenko pointed out that the purchasing company was registered at an address commonly used for mass business registrations, a known hub for fictitious enterprises.

“The company was registered at an address used for mass business registrations, where shell companies are often set up,” said Andriy Vitrenko.

Financial Transparency Issues at Kyivteploenergo

Additionally, the utility company Kyivteploenergo is requesting extra funding despite having over 11 billion hryvnias remaining in its accounts after the heating season. Notably, nearly two billion hryvnias of that amount were carried over from the previous year, raising further concerns about financial transparency and budget management.

This situation highlights the need for stricter oversight of public spending and procurement practices at municipal enterprises. Amid financial strain and the demand for efficient budget management, the issues raised by council member Vitrenko could drive greater public scrutiny and push local authorities to take action against potential abuses.
