Former Ukrainian Border Chief Mobilized and Appointed to Lead Border Unit Amidst Corruption Probe.
Serhiy Deineko's New Appointment
According to TSN.ua: Lieutenant General Serhiy Deineko has been mobilized into military service and appointed as head of the Luhansk Border Detachment. This move follows his dismissal from the role of Chairman of Ukraine's State Border Guard Service (SBGS) on January 4, 2026. Deineko had led the SBGS since 2019, but his tenure is now under investigation over allegations of corrupt activities. This development highlights the complex personnel challenges faced by Ukraine's security institutions during wartime.
Andriy Demchenko confirmed the mobilization, stating,
"Indeed, based on Ukraine's Law 'On Military Duty,' Lieutenant General Serhiy Deineko has been called up for mobilized service."His new role comes with significant legal baggage: on January 22, 2023, Ukraine's National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) conducted searches of his office.
Corruption Schemes and Legal Challenges
In 2023, SBGS officials, according to preliminary information, allegedly organized a scheme for the illegal smuggling of cigarettes across the border. Investigators found that border guards received 3,000 euros for each truck allowed to pass, with the total documented illicit benefits amounting to at least 204,000 euros. The High Anti-Corruption Court imposed a preventive measure on Deineko in the form of a 10 million hryvnia bail, which was posted on February 2, 2023.
Consequently, the situation surrounding Serhiy Deineko remains tense. He continues to perform his duties as the new head of the Luhansk Border Detachment while his previous conduct in office faces serious scrutiny and ongoing investigation.
Deineko's appointment to a command position while under investigation for his prior role illustrates the difficult balancing act within Ukraine's border service. It underscores the critical, ongoing effort to root out corruption within state structures, a process deemed vital for national security, especially during an armed conflict. Under Ukrainian law, his actions will likely be under close watch by anti-corruption bodies, which could impact border security stability in the region.
